Issue

Description

This enhancement introduce the new alb.ingress.kubernetes.io/frontend-nlb-tags annotation, which support tagging for front-end NLB resource. Example:

apiVersion: networking.k8s.io/v1
kind: Ingress
metadata:
  namespace: game-2048
  name: ingress-2048
  annotations:
    alb.ingress.kubernetes.io/scheme: internet-facing
    alb.ingress.kubernetes.io/target-type: ip

    alb.ingress.kubernetes.io/frontend-nlb-tags: "Environment=test,Team=platform,Project=aws-load-balancer-controller"

Checklist

Hi @0xlen. Thanks for your PR.

I'm waiting for a kubernetes-sigs member to verify that this patch is reasonable to test. If it is, they should reply with /ok-to-test on its own line. Until that is done, I will not automatically test new commits in this PR, but the usual testing commands by org members will still work. Regular contributors should join the org to skip this step.

Once the patch is verified, the new status will be reflected by the ok-to-test label.

Howdy, I can't say that this scenario has come up before but someone implemented & PR'd this same exact feature a day before you here: #4328

I am truly sorry for the wasted time here. We appreciate that you took a look at this issue and wrote up code, but we're going to have to go with the PR that was published earlier.
