First step is to make perl Build.PL run. After this change I am able to run "perl Build.PL" and then "./Build" without failures.
According to new information only the unsigned versions of gsl_spmatrix's norm1 function are missing.

This PR builds on #230, which should be merged first.
Fixes issue #231. Ignore all
gsl_spmatrix_xxxx_norm1()functions for now. They don't exist inlibgsl.soso then Perl cannot use them either.
