chore: add code-owners

Ensure our main pipelines, transcoding/BYOC and live-video-to-video, have designated code-owners. This clarifies the current ownership and maintenance responsibilities. We can assign @stronk-dev as the code-owner for the transcoding stack, if the transcoding components are eventually moved into a dedicated folder. @thomshutt feel free to discuss with the other core contributors and close or augment this PR where needed.

I would not be opposed to forking the node for transcoding and AI ... just throwing this idea out there.
