Spec MCP-TEST-PLAN §2.A A12: click appManager.reloadButton by
objectName ("Reload" also renders inside package_manager_ui), observe
the loading phase within 2 s via any of loadingOverlay visible,
backend.appsLoading true, or the button disabling — polled in one fast
50 ms loop because the offline catalog fetch gives up after ~2 s — then
wait up to 30 s for appsLoading to clear, the overlay to hide and the
button to re-enable. A failed offline fetch never touches the model, so
the outer proxy rowCount() and the local section's visibleCount
recorded before the click must survive verbatim. G-ERR runs via the
suite epilogue.

Add UI test A12 to tests/ui-tests.mjs: the app manager reload shows the loading state then settles without losing apps.
