Summary\nDisable in development mode so service workers are not registered while running .\n\n## Why\nOpen issue #1978 reports stale cache/service worker behavior in local development that can break route updates and cause confusing state during iteration.\n\n## Changes\n- Update :\n - \n\n## Validation\n- Configuration-only change; no runtime behavior impact in production.\n- PWA remains enabled for non-development environments.\n\nCloses #1978
