Mouse and Wheel Events are moving to the Pointer Events specification

Description

The Mouse and Wheel Events interfaces are moving from the UI Events specification to the Pointer Events specification. This PR attempts to make the move as smoothly as possible.

Motivation

Avoid breaking the documentation due to spec changes.
