This change solves various issues:
Don't warn when /etc/shadow has a 000 permissions (See https://unix.stackexchange.com/questions/549464/etc-shadow-permissions-security-best-practice-000-vs-600-vs-640)
Correctly print 'warning:' when a warning is displayed with --tar
Allow using /usr/share/wsl and /usr/libexec/wsl for icons and oobe commands
Better handle broken url's
