GetTitle() is the wrong place to monitor. Check for alert the same way between BroadcastRxAvailability and ConnectionAvailability
Refresh() is misnamed now, as it does not rescan Skopos data. TODO: ReloadContractConnections is probably too aggressive. Establish a cleaner controlled way to inform the Telecom when it has new stations/connections and needs to resync some data.
