This PR reorganizes the tracker labels documentation into logical categories and adds comprehensive documentation for the accessibility label. The changes improve the structure and usability of the documentation by grouping related labels together and providing clear guidance on when to use the accessibility label.
- Labels are now organized into five clear categories: Issue reporting and triaging, Documentation, Integration, QA and testing, and User experience (UX)
- New
accessibilitylabel documentation includes WCAG references and clear examples of when to use it

Half of the labels link to the tracker and half do not. Some of the links specify the MDL project and some do not, should this be made consistent?

Thanks for working on this @junpataleta, it's a nice readability improvement and the changes look good to me.
