This PR introduces a flag to enable ignore-and-fire mode for all e-prop neurons.
Note that all commits prior to
Implement ignore-and-fire neuron modelsare part of PR #3721 and #3722, on which this PR builds. Thus, this PR is blocked until #3721 and #3722 are merged.
