What does this Pull Request accomplish?
Pass version information from repo to internal azdo pipeline. Removes one more step when releasing to keep the internal pipeline version in sync with repo. Would allow for the internal pipeline to be used for multiple releases at the same time. Example main is at a newer version but need to patch an already released version. Can update the release branch triggering a new build for that version while not needing to change the internal pipeline version.

Working on validating the github action currently.
