Can't work because:

odoo is a namespace, not a package, so we can't add symbols on it
borrow error in hook
forcing package would make loading init.py crash (?)

Possible solutions: fake module symbols for Command, _ ,... to handle them

use ext_symbols instead (whole implementation required)
