[ADD] distribute_cost: distribute sale order line over other lines#698

- Introduced a new option to allow Sales Administrators to confirm orders even if there is no stock available. - Made the option only editable by Sales Administrators to ensure control over when zero-stock orders are approved. - Updated the order form so that the approval option is visible only to the right people, and it becomes read-only for others. - Distribute sale order line's price over other lines - Added a button to distribute price over other sale order lines - Added a new column to order lines 'Division' to show distributed price - If distributed line's price subtotal become zero then it's not visible on print and portal view
