Web zarr import

NB: This requires branch at ome/omero-cli-zarr#180. That needs to be merged (and released) before this.

To test, try with various public URLs, e.g:

• https://uk1s3.embassy.ebi.ac.uk/idr/zarr/v0.2/idr0070A/9838562.zarr bioformats2raw
• https://storage.googleapis.com/jax-public-ngff/example_v2/LacZ_ctrl.zarr bioformats2raw (3 images, too big for thumbnail)
• https://uk1s3.embassy.ebi.ac.uk/idr/zarr/v0.4/idr0001A/2551.zarr Plate (not supported)
• https://uk1s3.embassy.ebi.ac.uk/idr/zarr/v0.4/idr0062A/6001240.zarr regular zarr image
• Also try invalid URL or just some random text!

NB: OME-Zarr v0.5 not supported yet; running on merge-ci etc doesn't support zarr-python v3.

TODO:

• Support bioformats2raw.layout
• Handle zarr thumbnail errors - invalid URL, thumbnail too big etc.
• Handle import errors
• Disable URL after Import starts. Make Import button disabled status clearer
• Enforce Dataset is not None
• Once this is merged, consider updating ope-with config on merge-ci and at https://github.com/ome/devspace/blob/master/home/jobs/OMERO-web/config.xml

Looks good to me. Are you going to handle plates too in this PR?

No, plates might need a bit more thought.

@jburel feedback - Need to handle case where you Open with > Import a Dataset where you don't have write permissions (to create Image links)
