🔩 What code changed, and why?

EOPA has not been actively developed for a good while, so this commit provides an explanation of why, and provides general guidance on the README about why we intend to archive the project.

I'm happy to adjust or alter the wording, so feedback is very welcome! 🙂

What do you think? We hadn't included the "use the code, go run with it" part we had talked about before just yet.
