This commit introduces a new top-level file 682 containing only CC, and there is no corresponding reference in code, tests, or docs (I checked the repository for consumers), so it looks like an accidental artifact rather than intentional functionality. Leaving stray files at repo root adds maintenance noise and can leak irrelevant content into source archives or packaging workflows; please drop this file unless a concrete consumer is added.
