Prior to this commit, the VideoBlock supported specifying multiple YouTube locations for different speeds of the same video. This was useful back in 2012 because YouTube did not support changing the playback speed at the time. This feature was never widely used, and it serves no purpose now that YouTube natively allows clients to change the speed of the video they're watching. DEPR ticket: openedx#36888
