Set pays::yes for extrinsics.

Description

This PR sets Pays::Yes for extrinsics from pallet-subtensor:

• set_pending_childkey_cooldown
• dissolve_network
• sudo_set_max_childkey_take
• sudo_set_min_childkey_take
• sudo_set_tx_childkey_take_rate_limit
• swap_coldkey
• root_register
• sudo
• sudo_unchecked_weight

Additionally, it sets Pays::yes for pallet_commitments::set_max_space
