This failsafe behavior tracks the last-known point of connectivity that the vehicle has had, testing if a particular address is reachable. If the address becomes unreachable for longer than a timeout, the vehicle begins navigating to the last reached point. If it still cannot regain connectivity, it will begin navigating to the preset home location.

Tested 5/4/2015 and does not seem to work yet - boat does not go home after tablet wifi is turned off, red failsafe text appears on phone but it's unknown if it corresponds with when the tablet is disconnected. Will test on bench to confirm failsafe is firing as expected. |

This PR activates the failsafe menu options available in the server preferences.
