feat: add container padding to tab_options (#801)

Summary

This PR updates the tab_options function definition and the associated unit tests to allow the user to specify the container padding x and y values to override the defaults of 0px and 10px respectively in the Options class. This provides the user with more precise control over the layout of rendered tables in HTML.
