Add gpu work period support for i915

This patch is intended to add support for Android requirement to emit gpu work period events corresponding to each User ID. This patch is still under development so kindly do not merge yet. But any review comments will be highly appreciated.

Expected syntax:

    multiple lines
    multiple paragraphs
    blank lines

  But each paragraph must be followed by a blank line

  However, you need to keep the 'Tracked-On', 'Change-Id',
  'Signed-off-by', ..., fields in the **lastest** paragraph of
  the commit message.
