Copies the weekly-release semantics of pulumi/pulumi-dotnet#1138 (generated by pulumi-dotnet's `attempt-release.yml`), adapted to this repo's rolling release PR. `.github/workflows/weekly-release.yml` runs Mondays at 09:00 UTC (plus `workflow_dispatch` for testing and retries): - If the `automation/next-release` PR is open, it squash-merges it with `PULUMI_BOT_TOKEN` (so the push to `master` triggers `release.yml`) and pings `#team-iac-core` and `#project-hcl`. - If not, it pings `#team-iac-core` that no release is needed this week. The release PR body maintained by `maintain-release-pr.yml` now states the date of the upcoming Monday auto-merge, and CONTRIBUTING.md documents the automated flow.
