Converts all LICENSE strings to SPDX licenses expressions. Stop specifying local copies of the qcom and qcom-2 licences as no-generic. Use LicenseRef to reference them as layer-specific licences. Signed-off-by: Dmitry Baryshkov <dmitry.baryshkov@oss.qualcomm.com>
