I'm curious as to when/where this issue first cropped up? is it related to an OCP version and then needed a newer Assisted installer version to work? @mcornea could you shed some light on it?

@akrzos We started seeing this issue on the 29th of August on the BM CPT lab though previous runs failed before the installation started so it's possible the issue may have started earlier.

From the investigation this appears to be a race condition on systems with multiple network interfaces where the script applying the static network configuration doesn't wait for NetworkManager to start completely see openshift/assisted-service#7977

I'm not sure why we haven't seen this issue before though.
