Do we want to have this file here? I can see pros and cons, just want to make sure it was intentional.

It was. My thinking was that is/when something breaks it would be easier to exclude that gem versions are the cause. And if this would cause the build to fail, that would not take the website down, but only pause the update.

I've had a look at the website looking for minor things that could improve it. To avoid a flurry of PRs, I've combined them into a single one, but kept the commits isolated so as to facilitate review.
