This fixes restatedev#3766.
This commit uses the new APIs of the metrics-exporter-prometheues dependency which was bumped to 0.18.1.
This commit bumps rust-rocksdb and thereby Rocksdb. The rust-rocksdb fork is based on zaidoon/rust-rocksdb v0.44.2 and Rocksdb is based on 10.7.5.

This commit bumps rust-rocksdb and thereby Rocksdb. The rust-rocksdb
