New Eye Dropper tool and improvements

This Lively update focuses on polishing the UI and improving the community translation process.

• UI/UX improvements.
  Updated active wallpaper and screensaver dialogs.
  Adjusted spacing and translation strings.
  Replaced transparency effect with blur.
  New share menu.
• Fixed "All process" pause algorithm which is not implemented being user selectable.
• Fixed UI rendering issues when large number of wallpapers are installed.
• Reduced installer size by 8%.
• Updated .NET Core Desktop Runtime v6.0.7
• Updated WindowsAppSDK v1.1.3
• Updated dependencies.

Known issues:

• Incompatibility with MSI Afterburner Rivatuner performance monitoring - add exception for the UI program.
• Elevation (Run as admin) is not supported in some versions of Windows.
