…e is metadata implying it should be re-exported by rclrs. This is primarily intended to be used by generated message crates that we need to install.

As part of the changes required for ros2-rust/ros2_rust#556, we now skip generating the
rust_packagesmarker file in the ament index. This effectively prevents any reexported crate from being patched in the.cargo/config.toml.
