Replaces the initial implementation of brand.yml with the new
brand.ymlR package implementation.90% of the implementation in bslib moved to
brand.ymland is now overall more consistent and featureful. I've leftbs_brand_bundle()and a small amount of adaptor logic in bslib around finding and resolvingbrandor the brand.yml file.
