With Ruby 4, irb is no longer a default gem. Since YARD has code that `require`s irb, for now we need to add this dependency ourselves. We can revert this commit when lsegal/yard#1636 is resolved.

Since in Ruby 4
irbis no longer a default gem, and YARD has code thatrequires irb, for now we need to addirbto our Gemfile. We can revert this commit when lsegal/yard#1636 is resolved.
