Based on @evilpie's old PR, currently, support for the "recurse" Argument and fixing it for current ruffle are the only things that were changed
Current problem for #18103 is that a Drawing currently only stores BitmapInfo, and changing that to BitmapData for GraphicsBitmapFill means adding
<'gc>in a lot of places, which I haven't gotten to yet
