This PR enables [no-mentions] and [issue-links] from rustbot in triagebot.toml.

I tend to push directly to master for minor changes, which rustbot presumably doesn't flag. I'm already following these rules, but these warnings be useful for PRs from other people. Does enabling rustbot on this repo also immediately enable the PR assignment logic? I don't think that is useful at all on this PR.

No, it does not enable PR assignment.

PR assignment is enabled on the repository by having an [assign.owners] table in triagebot.toml 1
