Create a data table using React

This PR has the following:

  • API call to fetch data
  • Display content in data table
  • Edge scenarios (For API failure, No Result, Loader)
  • Component creation for Data table along with css
  • Test cases
  • Accessibility
  • Webpack for bundling, jest config files for testing
