Add new variable 'sage-shell:ask-start-new-process' which allows users to skip the start new process confirmation prompt when nil.

Hi, this PR adds a new custom variable
sage-shell:ask-start-new-processwhich allows users to skip the start new process confirmation prompt when nil which I found kinda annoying.
