With recent changes to kuiper-gen, filtering the tests using markers fail since utils.get_packages() cannot find the expected path. This PR updates the default config to clone kuiper gen from main_old branch. This also exposes config such that when adding new config we can pass it through cli. This also updated to always clone kuiper-gen branch. With this, the artifactory boot file checker tests is filtered without error and is running again,
