It seems re-rendering the changelog as I did to fix the issues with the 1.62.0 entry added an extra newline at the end of the file

Version bump, changelog for 1.63.0 release.
There were seemingly a few issues with the 1.62.0 release file and changelog entry. Some PR
links were not markdown links in the release file, and one description was missing a link in
the changelog entry. When I ran the changelog tool to create the 1.63.0 changelog, those PR
links were changed to raw links (as they are in the 1.62.0 release file), and the missing link
was added back in the changelog entry.
No idea what caused the missing link. For the raw links, I had to edit the 1.62.0 release file
manually and re-render the changelog. Not sure why they weren't markdown links to begin
with, since every
new-changeI created for this release are markdown links.By submitting this pull request, I confirm that my contribution is made under the terms of the Apache 2.0 license.
