Bump whisper-rs from 0.15.1 to 0.16.0 and bindgen from 0.71.1 to 0.72.1. Also updates whisper-rs-sys and adds semver dependency. Silence unused variable warning in Windows null file creation.
The complete response was being sent again after streaming, causing duplicate output. Remove the extra send call since content is already streamed chunk by chunk.
