Post a Pipeline review comment (and PR body section) with unresolved blockers and open questions; fold issue comments into distill on retry so clarifications live on the ticket. Also re-land opening draft PRs when draft-guide exits 2. Co-authored-by: Cursor <cursoragent@cursor.com>
