Replace the ~2.5k-line free-form jira.xml sandbox with token-budgeted ctx structure: 20 one-line tasks across 5 themed phases in .context/TASKS.md, each pointing to detail in the gitignored ideas/ folder. Broader non-task material and the parked VSecM backlog live in ideas/*.md for serendipity. Stale/superseded items (contributeWithContext, policy-ID duplicates, validUUID, already-fixed tests) were dropped, having been superseded by the v0.19.9 SDK migration and the name-based policy work.

jira.xml is removed to avoid two competing sources of truth; it remains recoverable from git history.
