This allows us to distribute sql files in a Jar, eg to upload the schema/sql file to maven Central and consume it from another project.
Needed for sqldelight/sqldelight#4826, sqldelight/sqldelight#3952 and upcoming Gradle Isolated Projects which will share the sql files using outgoing configurations.
