Updates the Rust toolchain from 1.96.1 to 1.97.0 and nightly rustfmt from 2026-07-08 to 2026-07-09.
The lockfile also refreshes jiff 0.2.31 -> 0.2.32, jiff-static 0.2.31 -> 0.2.32, regex 1.12.4 -> 1.13.0, and regex-automata 0.4.14 -> 0.4.15. Changelog review found no required code migration: regex adds the new regex! macro and jiff updates bundled tzdata to 2026c.
