This PR resolves issues where metrics collection hang when any of the pods doesn't provide metrics endpoint. With this change MCP only scrape metrics from Kafka pods (broker + controller). For KafkaExporter I created new tool and service that handles different metrics types. For EO we use StrimziOperators*.
