Pulls in docs/Sphinx restructuring and ReadTheDocs config from master. Conflicts resolved keeping our uv/pyproject.toml tooling (aligned with PR #486); setup.py intentionally kept deleted. Co-Authored-By: Claude Opus 4.6 <noreply@anthropic.com>

Still a lot more to go to fix the typing inside of the system to get a proper pass for CI.
