Mostly just updates GHA versions, but also renames `check-standard.yaml` to `R-CMD-check.yaml`

Works through a standard checklist that the tidyteam is applying across all of our repos as part of the twice-annual "spring cleaning." Will leave this up for a couple days before merging in case any authors want to chime in.
