Add option to copy blackout period.
Add option to copy notification channel
Allow blackout period start/end dates to be NULL. This makes it easier to configure recurring blackout periods. trimble-oss#1186

Allow copying blackout period & channel. Makes it easier to create new blackout periods or channels based on an existing item.
