Assemble the release notes for Trino Gateway 16 release and adjust rest of docs to version 16.

Release date is set to the planned date following our monthly release cadence.

Merging to get docs live .. unfortunately @martint did not merge before but we are only off on the release notes so I think we are fine to leave as is. I am hoping to cut 17 much sooner anyway.
