This API can provide a way to scale time: given a series of time values that are assumed to progress uniformly as source of truth (for example requestAnimationFrame timestamp values), and a dynamic scale
value, a TimeScaler can output raw time values that can be used to control a Tween without Tween needing yet more code to complicate it.
Tween currently does too much, so we won't add scaling there. In
we are working to deprecate and remove concepts from Tween into cleanly decoupled features to improve simplicity, maintenance, and reduce bugs.
