Adds a Claude Code skill for writing and reviewing documentation
following the official Umbraco documentation style guide and Vale
linting rules. Includes reference documents for all 12 Vale rules
and the complete writing style guide adapted for this multi-discipline
repository (.NET, TypeScript, Lit, Umbraco CMS, EF Core, OpenAPI).

Reorient the umbraco-docs skill toward user-facing documentation:
- Add documentation philosophy: public APIs only, concise over
comprehensive, progressive disclosure, one task per page
- Scope codebase research to public surface area (extension methods,
public interfaces, controllers) and exclude internals
- Add depth calibration table and "what to omit" guidance
- Replace internal-facing examples with user-facing patterns
  (installation, configuration, backoffice navigation)
