Bump http-cache-semantics and semantic-release

Removes [http-cache-semantics](https://github.com/kornelski/http-cache-semantics). It's no longer used after updating ancestor dependency [semantic-release](https://github.com/semantic-release/semantic-release). These dependencies need to be updated together.
