Use CoreFoundation on macOS to get the user configured locale, otherwise it defaults to the C locale. This removes the need for callers to pass the locale themselves from their application framework (e.g QT).

Also tries to append .UTF-8 to the locale name if it cannot be found, and use the result if it succeeds. Generally useful on glibc systems.
